The effects of digital transformation influence the entire economic and social sphere and pose new challenges for government and administration. This involves far more than the use of new technology or the electronic mapping of formerly analog business models and administrative processes. Digitization affects everyone – in every social and societal context. Public administration plays an important role in all of these tasks, as it has points of contact with almost all areas of society and decides on their framework conditions.This is where the "Digital Strategy for Hamburg" comes in. It pursues the goal of defining fields of action for digitization and naming tangible projects. For example, the strategy shows, how digital infrastructures and platforms shall be developed further and how responsible handling of data shall look like. It also outlines very specific projects and plans under responsibility of public authorities and municipal companies.With its digital strategy, Hamburg is emphasizing this creative aspiration and opening a perspective for the entire urban society. In order to do justice to the interdisciplinary and cross-department nature of digitization projects, the concept of "digital spaces" was developed. They pick up on the fact that cooperation in the age of digitization only partially corresponds with official responsibilities but instead involves diverse actors inside and outside Hamburg cooperating with each other (e.g., authorities, municipal institutions, companies, science, civil society, etc.) in order to create contemporary user-oriented solutions or to be economically successful. This concept underscores the strategic aspiration to shape digitization for the entire city.
